The big qualifier here is that you can only play with friends, there aren't any match-making options. Right now, the Starter Edition on will let you play custom games of competitive Starcraft II with all of the updates and units found in Legacy of the Void.
While it doesn't get much attention, this free version of StarCraft II has been updated for the recent release of the final expansion called Legacy of the Void. Years ago, Blizzard announced that they were releasing a free version of StarCraft II called the "Starter Edition".
